We the people of the United States, in order to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this Constitution for the United States of America.

Article 2 of the Maryland State Constitution's Declaration of Rights accepts, in full, the authority of the U.S. Constitution.

It is time to re-establish justice for all, provide for the common defense against real and not imagined enemies, promote the general welfare and not only the welfare of the most blessed among us, and secure the blessings of liberty to ourselves and our posterity, by respecting our Constitution at home and reclaiming our moral standing abroad.
